The Essex County Civic and Education Centre art program has been in operation since 1975. All works in the collection are by Essex County artists. Concept originator, Al Linnell, created "Project Visual Arts" to allow for the acquisition of art pieces. Donations from the four owner occupants of the Civic Centre, the Ontario Arts Council and privately raised funds, made the acquisition of the art possible. Wintario also provided funds to facilitate the acquisition of further art works. The Civic Centre collection consists of seventy-eight pieces of which eight are original commissions. Selection of the original commissions was done by a jury committee consisting of representatives from the Ministry of Education and the Ontario Arts Council, along with representatives of the owner occupants. Out of sixty artists, six finalists were chosen for the commission of eight artifacts appearing in this catalogue.
